    Charting a New Course in Cuba? Why the Time is Now to Settle Outstanding American Property Claims

    The recent warming of relations between the United States and Cuba offered generations of Cubans; Americans; and Cuban Americans renewed hope for normalized relations. One obstacle—satisfactory resolution of property claims—stands in the way; which dates back to the Cuban government’s nationalization of all U.S. assets on the island. The Cuban Liberty and Democratic Solidarity Act of 1996 (the “Helms-Burton Act”) predicates resolution of these decades-old property claims by the Cuban government as an essential condition for the full resumption of economic and diplomatic relations between the two neighbors. Separated by only ninety miles of Caribbean Sea; but more than a century of geopolitical tension; the United States; through the Helms-Burton Act; also demands a sweeping transition to a democratic form of governance in Cuba. This puts the cart before the horse. Three pieces of scholarship form the bedrock of existing analysis on claims resolution; but; pegged in many ways to the rhetoric of the Helms-Burton Act; all three proposals suffer from major flaws: under-inclusivity; ex parte valuations; and fidelity to official U.S. policy prescriptions. This Note argues for a new three-tier claims settlement framework; including restitution; bilateral trade agreements; and direct compensation. An inclusive settlement process (that considers the positions and interests of all parties) is a prerequisite to the sustained warming of economic and diplomatic relations; which in turn might catalyze movement towards the various freedoms and rights guaranteed in a democratic society

    How do countries specialize in agricultural production? A complex network analysis of the global agricultural product space

    Using a complex-network perspective, this paper empirically explores the determinants of the process through which countries, given their capabilities, specialize in agricultural production. Using production data from the Food and Agriculture Organization (FAO) for the period 1993-2013, we characterize the agricultural production space as a time-sequence of bipartite networks, connecting countries to the agricultural products they produce. We then project this representation in the agricultural production spaces, linking countries or products according to their similarity in production profiles, and we identify properties and determinants underlying their evolution. We find that, despite the unprecedented pressure that food systems have been undergoing in recent years, the agricultural production space is a very dense network displaying well-defined and stable communities of countries and products. We also show that the observed country community structures are not only shaped by environmental conditions, but also by economic, socio-political, and technological factors. We conclude by discussing the implications of such findings on our understanding of the complex relationships involving production capabilities and specialization patterns.Fil: Campi, Mercedes Maria.     Analysis of an English Coursebook and Its Oral Activities

    In this dissertation I will try to find out if a particular coursebook –New English File: Intermediate, NEF– is an appropriate coursebook to foster students’ oral skills in general and in a particular educational context. For this purpose, I will analyse and evaluate the coursebook, and then I will analyse and evaluate those activities which develop oral skills –listening and speaking activities– according to a specific criterion which will be developed in the Method section. I will first review both input and output hypotheses in general terms, discuss the advantages and disadvantages of using a coursebook in the EFL classroom, and reflect upon the most important factors for the selection of an appropriate coursebook and activities which foster the students’ oral communicative competence. Stephen Krashen and Merrill Swain have a very important role in language acquisition and learning and that is the reason why I find it necessary to review their theories. Similarly, Littlewood’s research on and classification of communicative activities is worth considering and they will certainly make the analysis easier. This particular theoretical part will not only be useful for this dissertation analysis, it is also a good reflection for any teacher on the design and on the characteristics of oral communicative activities

    Spatio-temporal patterns of the international merger and acquisition network

    This paper analyses the world web of mergers and acquisitions (M&As) using a complex network approach. We use data of M&As to build a temporal sequence of binary and weighted-directed networks for the period 1995-2010 and 224 countries (nodes) connected according to their M&As flows (links). We study different geographical and temporal aspects of the international M&A network (IMAN), building sequences of filtered sub-networks whose links belong to specific intervals of distance or time. Given that M&As and trade are complementary ways of reaching foreign markets, we perform our analysis using statistics employed for the study of the international trade network (ITN), highlighting the similarities and differences between the ITN and the IMAN. In contrast to the ITN, the IMAN is a low density network characterized by a persistent giant component with many external nodes and low reciprocity. Clustering patterns are very heterogeneous and dynamic. High-income economies are the main acquirers and are characterized by high connectivity, implying that most countries are targets of a few acquirers. Like in the ITN, geographical distance strongly impacts the structure of the IMAN: link-weights and node degrees have a non-linear relation with distance, and an assortative pattern is present at short distance

    Intellectual property rights, imitation, and development. The effect on cross-border mergers and acquisitions

    In this paper, we analyze whether the recent global process of strengthening and harmonization of intellectual property rights (IPRs) affects decisions of cross-border mergers and acquisitions (M&As). We investigate if IPRs have a differential effect across sectors of different technology content and for countries of different development level. Also, we study how imitation abilities of target countries interact with the tightening of IPRs. Using data for the post-TRIPS period (1995-2010), we estimate an extended gravity model to study the bilateral number of M&As, including a measure of the strength of IPRs systems on target countries and a set of control variables usually considered as determinants of M&As. The estimation results verify the gravity structure for M&As and show that IPRs -and enforcement- influence decisions of cross-border M&As in all sectors regardless of their technological content. However, IPRs are more important in countries with high imitation abilities and in sectors of high-technology content. Furthermore, a strengthening of IPRs leads to a larger increase of M&As in developing countries than in developed countries. These results call the attention on the possible implications for least developed economies and challenge the adequacy of a globally harmonized IPRs systems

    Changes in mobility and socioeconomic conditions during the COVID-19 outbreak

    Since the outbreak of the 2019 novel coronavirus (COVID-19) pandemic, governments have been implementing containment measures aimed at mitigating the spread of the virus, including restrictions to human mobility. The ability to adapt to the pandemic and respond to containment measures can be bound by socioeconomic conditions, which are heterogeneous in large urban areas of low-income and middle-income countries. In this paper, we analyse mobility changes following the implementation of containment measures in Bogotá, Colombia. We characterise the mobility network before and during the pandemic and analyse its evolution and changes between January and July 2020. We observe a general reduction in mobility trends, but the overall connectivity between different areas of the city remains after the lockdown, reflecting the resilience of the mobility network. Then, we estimate a gravity model to assess the effect of socioeconomic conditions on mobility flows. We find that the responses to lockdown policies depend on the socioeconomic conditions of the population. Before the pandemic, the population with better socioeconomic conditions shows higher mobility flows. Since the lockdown, mobility presents a general decrease, but the population with worse socioeconomic conditions shows lower reductions in mobility flows.     The Epigenetic Origin of Aneuploidy

    Theodore Boveri, eminent German pathologist, observed aneuploidy in cancer cells more than a century ago and suggested that cancer cells derived from a single progenitor cell that acquires the potential for uncontrolled continuous proliferation. Currently, it is well known that aneuploidy is observed in virtually all cancers. Gain and loss of chromosomal material in neoplastic cells is considered to be a process of diversification that leads to survival of the fittest clones. According to Darwin’s theory of evolution, the environment determines the grounds upon which selection takes place and the genetic characteristics necessary for better adaptation. This concept can be applied to the carcinogenesis process, connecting the ability of cancer cells to adapt to different environments and to resist chemotherapy, genomic instability being the driving force of tumor development and progression. What causes this genome instability? Mutations have been recognized for a long time as the major source of genome instability in cancer cells. Nevertheless, an alternative hypothesis suggests that aneuploidy is a primary cause of genome instability rather than solely a simple consequence of the malignant transformation process. Whether genome instability results from mutations or from aneuploidy is not a matter of discussion in this review. It is most likely both phenomena are intimately related; however, we will focus on the mechanisms involved in aneuploidy formation and more specifically on the epigenetic origin of aneuploid cells. Epigenetic inheritance is defined as cellular information—other than the DNA sequence itself—that is heritable during cell division. DNA methylation and histone modifications comprise two of the main epigenetic modifications that are important for many physiological and pathological conditions, including cancer. Aberrant DNA methylation is the most common molecular cancer-cell lesion, even more frequent than gene mutations; tumor suppressor gene silencing by CpG island promoter hypermethylation is perhaps the most frequent epigenetic modification in cancer cells. Epigenetic characteristics of cells may be modified by several factors including environmental exposure, certain nutrient deficiencies, radiation, etc. Some of these alterations have been correlated with the formation of aneuploid cells in vivo. A growing body of evidence suggests that aneuploidy is produced and caused by chromosomal instability. We propose and support in this manuscript that not only genetics but also epigenetics, contribute in a major fashion to aneuploid cell formation
